Wanted on a Canada-wide warrant for first degree murder, kidnapping, extortion, robbery, aggravated assault & conspiracy to commit.

Graeme Ferguson died at the corner of Kent Street and Catherine Street in Ottawa, Ontario on the 19th of July 2005 from blot clots in his lungs, which emanated from injuries sustained over the previous 3-5 days while he was confined and tortured. At the time of his death, Ferguson had just collected 17 kilograms of Pure Cocaine from the Lost Luggage room of the Voyageur Bus Station. The cocaine was valued at approximately 4 million dollars on the street. Ferguson’s death was ruled a homicide.

The investigation revealed that Ferguson was abducted from Ottawa and transported to Montreal, Quebec where he was confined and tortured for 5 days. Evidence indicates that Ferguson was actually still in a state of mobile confinement when he was returned to Ottawa where he collapsed as a result of the injuries sustained during the torture.

Ferguson had been a drug mule, transporting drugs from Vancouver, British Columbia to Ottawa, Ontario. Robin COTÉ , his son, Kim TESSIER and Paul LAYOUN were directly involved in the abduction, confinement and torture of the victim. COTÉ and TESSIER are active in frauds and have the ability to obtain and use false documents for the purpose of travel. These people are known to have possession of weapons (firearms, tasers, knives). Further, Robin COTÉ has ties to Hells Angels in the Montreal area.

Quebec police arrest final suspect in 2005 killing of drug mule.

OTTAWA — Ottawa police said the Sûreté du Québec has arrested Paul Layoun, 31, in Saint-Lin-Laurentides, Que., the last outstanding suspect for the July 2005 killing of Graeme Ferguson.

Graeme Ferguson died at the corner of Kent and Catherine streets in Ottawa on July 19, 2005, of injuries suffered over the previous three to five days while he was confined and tortured.

At the time of his death, Ferguson had just collected 17 kilograms of cocaine, worth an estimated $4 million, from the Lost Luggage room of the Voyageur Bus Station.

According to police, Layoun “was directly involved in the abduction, confinement and torture” of Graeme Ferguson, a 27-year-old British Columbia native, who was hired to transport 17 kilograms of pure Columbian coacaine to Ottawa before he was confined, tortured and killed over a botched delivery.

Since the killing, four other men pleaded guilty to manslaughter, conspiracy to kidnap and forcibly confine Ferguson, and conspiracy to possess cocaine for the purpose of trafficking.

Police said Layoun was arrested Wednesday and was to appear on Thursday in court in Joliette.

Major Crimes investigators were heading to Joliet to return Layoun to Ottawa to face charges in Ferguson's death.
